Functions of public administration

To understand the content of the functions of public administration, it is important to consider at least two aspects. The first is determined by the fact that public administration, although it is a separate field of management science, strongly depends on it, from which the common trunk has been divided and configured in public sector institutions. The arguments on which such a similarity is based are quite easy to identify and understand. Some of them are presented below:

- a state institution is also an organization that is subject to similar basic rules of creation and activity,

- a public institution has a mission and a system of goals clearly defined by specific needs defined in the area to which it relates,

- the management of a public institution is carried out by a person or a group of persons,

- Each state institution has a management system consisting of four main subsystems: organizational, directive, informational and methodological,

- each state institution has all categories of its own and attracted resources, which it uses in the management and execution processes to achieve its goals,

- one by one in each modern state institution, five spheres of activity of private sector organizations can be defined differently, namely: research, development, production of goods and services, human resources and financial accounting.

The second aspect, at least as important as the first, stems from the characteristics of the public sector, which significantly affect the content of public administration functions and how they are performed. Some aspects are important:

the main goal of public administration is to increase the satisfaction of general and specific public interests,

The functions of state leadership and execution are carried out by members of the body of civil servants and representatives of the winning political parties in the ballot, the significant influence of the legislative framework on the content of the management and execution processes, as well as on some important components of the management system in public institutions, the existence of a unique legislative framework that defines the rights and duties of career civil servants in the country, regardless of the sphere their activities, the presence of a clearly defined hierarchy of civil servants integrated into the career system, etc.

There are two categories of management functions in public sector institutions: actual general functions of public administration and specific functions for each individual area of the public sector: administration, health, education, social assistance, culture, etc.

Of course, there are interdependencies between the two categories of functions and content compatibility is absolutely necessary. The general functions of public administration are clearly found in the processes of management and execution of all State institutions. The fulfillment of their mission determines the performance of certain functions with full compatibility of the content with the former.
